93 Tsi fwd 7 bolt tranny 2 6 bolt jdm motor?

Im having trouble with starter engagement to flywheel. Are the 7 bolt and 6 bolt flywheel different? Right now I have a ACT 6 bolt flywheel and a 7 bolt tranny. The starter wont engage. I call buschler racing and they told me the starter needs to be shimmed. What does that mean? Does anyone make a 6 bolt flywheel the same size of the 7 bolt? one more problem..... I can't find the right axles for this car. WHY. Is the 93 dsm different. Any help is good thanks.

not sure about the axles.

the starter plate may be all you need to change...it's the thin metal piece attached to the engine.

also, fwd and awd flywheels are different, i've heard of people accidentally getting those mixed up.
