alright new problem, i just discovered that my motor cant be shot. the problem i have is my drivers side seatbelt doesnt move from the a-pillar position. the other day i heaved it back to the closed-door position, and since i thought the motor was shot, i figured that this would work for the time being. well when i cut the motor and pulled out the key, the belt moved smoothly back to the open door position. now i bought the car not too long ago and it does have car audio mods done in the panel next to the seatbelt motor. i dont know really what relationship this would have to the seatbelt motor, or the surrounding areas, but i remember seeing someone asking about if there was any stereo work done in that area. so there it is, fuses are fine, no noises from the motor, and it moves back to the a-pillar or open door position only when i remove the key. please help. thanks.

If the fuse isn't blown, it may still be the motor. It could be that the motor is full of corrosion, and the resistance is varying. It could also be a loose ground, or loose motor connector. Chances are it's not a short or it would most likely be blowing fuses.

Getting a motor is always an option.
By you saying you "hauled" the belt from one position to another, Im gonna go out on a limb and guess you dont know about the manual way to move it. You get an Allen wrench (dont know the size) and use it to turn the motor. There is a small circle that you pop out of the panel over the motor and just put the wrench in and turn it. Lots better than dragging the belt back and forth.
My money for the cause of the problem sounds like this:
There should be a switch that engergizes the motor when the door opens. So that switch isnt working and the belt doesnt move till the switch in the ignition is tripped when the key is removed. Possibly that switch was stuck open when the belt was always in the forward position. The only problem is, Im not sure on the location of this switch.

well that makes me feel like more of a moron, i guess my best bet is opening up the motor and checking things out, i really dont want to have to crank the motor every time i step into the car, but if some more ideas come up, please let me know, but for now its elbow grease time. wish me luck

Its beacuse some of the shity plastick they used can break off and get stuck in the seatbelt track or somthing like that, I rember seening it on ClubDSM.

Actually its the pieces falling into the buckle that is the problem.

Also you dont have to crank the thing everytime you get in the car. Just put it all the way back and then use the release to get out. Little bit of work but certainly cheap.
Saturns with those things have a little manual thing that clips into the back of the track on the B pillar. You have to use the release to get out, but its a pretty neat and cheap fix when the motors go.
