Improper wiring. Both of your new light's positive wires should be routed through the fire-wall, and hooked to the parking light wire. It is green/white for your car, and is at a junction block in the driver's kick. This wire will test positive when the parking lights are turned on, and ground when they're off. Ground the other lead from your new lights, and they will work perfectly.

Also, if you touched the bulbs when you put the side marker back on, it will dim the light. This is because oil from your hands gets on the bulb, then evaporates and fogs up the bulb.
