I recently got a 14.98@99.5mph on my GTech in my 91 GST AT (@ only 9psi). Most of the speeds I see for those times are low 90s. Is this high of a speed indicative of high HP? I had a pretty good launch, with very minimal wheelspin, for that time.

GTechs are usually a few mph too high in the reported mph... MPH is a better indicator of HP than ET though. Just take your car to a dyno, if you want to find out the real HP.
