Ok so I stubbled across this on the online Chiltons book went through what they called recalls for our cars and found this about code 15. Check it out wondering if anyone has heard of doing this or has done it.

PURPOSE This bulletin provides a repair method for Diamond Star manufactured Eclipse 1.8L and Mirage 1.5L vehicles which have DTC 15 stored in the ECM computer. DTC 15 - idle speed control motor position sensor - may be caused by a high resistance condition between the engine ground and the connector to the sensor. The vehicle may exhibit intermittent symptoms such as: poor idle, rough idle, or may cease to run.

GENERAL INFORMATION There are 2 splice connections inside the wiring harness leading to the sensors as the harness passes along the forward bulkhead near the battery. The repair method involves soldering these 2 connections and adding an additional ground wire to a splice to ensure a proper ground circuit.

REPAIR PROCEDURE 1.Record the radio station presets.
2.Remove the battery, negative (-) terminal first, to gain access to the harness.

3.Remove the tape covering the
corrugated harness protector. The length to be uncovered is from behind the battery to where the harness splits behind the engine.
4.Isolate the green/black stripe wire in the harness. Follow its length and find the 2 taped splice connections. Remove the tape and inspect the splices. If the splices or the wires look corroded, cut the bad section out and solder in new wire using proper soldering techniques and rosin core (electronic grade) solder. If the splices appear to be in good condition, re-solder the splices to ensure a good electrical connection. Solder in an additional ground wire to the splice connection nearest the ISC motor and connect it to the forward bulkhead ground.
5.Using electrical tape, securely insulate the newly soldered splices. Insert the harness wires into the corrugated protector and retape its entire length.
NOTE: Make certain the connections are securely insulated .
6.Install the battery and reconnect the positive (+) terminal first.
7.Reprogram the radio station presets. Start and run the engine for 5 minutes so the ECM can develop (relearn) the base idle conditions.
NOTE: After completing this ground repair procedure, technicians may find the ISC and/or TPS adjustments are necessary.
8.Test drive the vehicle to ensure a normal idle condition and that DTC 15 does not reappear.

Never knew about that one. Is it a recall or a service bulletin? if its actually a recall then it would be easy to see if its been done by taking your vin number to a dealership and having them run it to see if there are any open recalls on your vin. If its a service bulletin then it may or may not have been done.
