What exactly does a blowoff valve do? And where is it located?

A blowoff valve releases built up pressure in intake tract "after" the turbo and puts it back into the intake "before" the turbo when you let off the gas. Some vent to atmosphere.
It is on the upper intercooler pipe.

after you shift the throttle closes and all that boost (positive pressure) needs somewhere to go, thus the bo valve opens allowing it to escape to the intake side via the vacuum tube on the top of the valve (diaphram)
