clutch line, i think

ok so i was under my car (91 gst) to fix an exhaust leak and noticed that there is a metal tube running into the trans housing from the pass side. there is a rubber cover on it that looks like it was pulled off of where it's supposed to be. there is some fluid inside the rubber part. (if noone knows what i am talking about i will take a pic of it)
what is this piece and do i need to replace it? the clutch enganges pretty low but idk if that has anything to do with it.

also there is no dust cover for the flywheel, someone forget to put it back on right?

Are u experiencing any kind of loss in pressure in the clutch?? As in weird engagement and disengagement points. Ever feel like your clutch gets real soft sometimes?? Well if thats the case, i would look more towards a bad master cylinder or a slave cylinder. However, it is also possible that the clutch line might be bad if u see it leaking.
