What fuel mods do I need to run a 16G at 15-17psi?

I cannot run more than 12-13psi without a/d dropping off and egt's going up.
I'm getting full boost(13psi) by 3000rpms' not bad but I want more boost. I thought at first boost leak but I don't think boost would come on so low with one.

Mods:
255lph fuel pump, FP rewire, new fuel filter
3"intake
ported 16G
UIP
vented O2 housing(wastegate)
2.5"downpipe
2.5"hi flow cat
2.5" cat back
AFC(stock injectors still)
asstd gauges

How can I turn the boost up while still keeping low EGT's? Would bad plugs and wires cause a/f to show rich or lean? Could a crap MBC contribute to this problem? my wastegate starts to open a little at 10 psi. Car feels strong at 13 psi but I want more! Help this is very frustrating.
Various web site say that I should be able to run 15-17psi with my fuel mods.

Not in the budget, are these enough supporting mods for 15-16psi? What is the problem if so? Any idea's?

Buy a FPR turn up the fuel pressure and watch your egt go down again. What is your temp going up to, cause hot is fast, as long as its not too hot.

I let off at 1600 but if I were to stay in it, up to 1600 and higher.(at 15psi) I will even pass 1600 at the top of third.
