Help Me Pass Emissions!!!

Ok, I am running without a cat and by EGR solenoid is bad. My AFPR was set to about 41psi (vacuum line disconnected) and I dumped a quart of denatured alcohol into my tank with about a third of a tank of gas. The limit for my hydrocarbons (which I understand to be unburnt fuel) at idle is 220 and I scored 336, which sucks. At cruising speeds I passed, but I need some help on how I can lower my idle emissions. My Idle speed was set to 750 and I was told that if I back out the BISS a bit to raise my idle to 1000-1050 (limit is 1100) it would add more air than fuel to the mix, thereby lowering my HC's. Could I add more alcohol? Should I lean out my idle with my SAFC II (on stock injectors, for emissions purposes...)? What about my AFPR? HELP!

1st you will need the cat that is a federal mandate and that should bring smog levals down a bit to what level not sure.
I would fix the EGR too :)
Well I found out the hard way that leaning out your SAFC wont do much, I keep comming up with low HCs at idle, then really high HCs at 2500 rpm. Check into your emissions laws, if its anything like Colorado then you may want to look into how much money you can spend to get a waiver if you can't pass.
