FIAV. It is what controls the idle speed at cold startup and then lowers it. It is actually a wax pellet that is warmed by the coolant lines that run through the throttle body.
-Diagnose the ISC
-Check for boost leaks
If it is neither of the above I would bet on the FIAV.
