Thats aftermarket. Probably an old alarm system. Follow all the wires going to that box and remove them all. Then throw it in the trash.

Does the box click when the key is turned to IGN/RUN position or only in START position? If it click with the KOEO then it is receiving the IGN SW input (black/white) wire from the IGN SW.
If that is the case then the box would then send out the IGN voltage on that white IGN wire you are holding to MPI, IGN coil, and cluster (black/white wire).
if this is a 91-94 you could go to the ign coil and check for voltage on the black/white wire with the KOEO. That should have voltage during KOEO (normal operation)
