If it's your clutch that will be easy to figure out. Do your rpm's rise rapidly while the car remains at the same speed? This would indicate that your clutch is slipping.
I doubt that an exhaust manifold leak would cause 30 mph top speeds. You will be able to hear and smell an exhaust manifold leak, most times you will be able to see where it's at.
Does the car start cutting out at that speed?
What kind of boost will she make? If any?
Give us some more details...

I've had a bad exhaust manifold leak but I didn't feel any loss of power, I'm sure that it probably has a minimal affect but nothing noticeable - like VAN said give us more details.. :)
