Question About Handling

so i just bought a 92 tsi awd and it has only 69,000 miles on it. i also have a 94 gsx that i rebuilt but want to sell and work on the talon. but this time i want to work on the car from all angles. for every engine mod, i want to do a suspension mod and so on. so my question is, what is the cheapest, most effective way to get the car to handle a little better? i've done some research but it seems that everyone has different opinions as to what the best thing to do is. i just turned 18, have a job delivering pizza's, and still go to high school. any help would be awesome. thanks.
