38 is fine. You have to set fuel pressure with the vacuum hose disconnected. The afpr has to be a 1:1 which means that for every lbs of boost, fuel pressure raises one pound. So if base is 38 and you boost 17 than boost pressure will rise to 55psi. Only worry about base and not the end pressure. When you start tuning you will look to see that you have enough fuel for the mods or boost you are using. Do not jjust raise boost.
