I have struggled with vacuum lines that I want to split to use to cover lines or wires etc and always have the dam thing rolling around on the table all while wielding a razor knife. I have found that this method is so much easier to do and much safer for your hands and fingers, so you don't cut yourself open.
Put a new razor blade into a VISE. Clamp it down good and tight and just sticking up enough to split your hose, then run your hose over the blade, pulling it over the blade in the vise. This keeps your fingers and hands away from the blade and makes a straight cut.
