weird idle. Idles at 600 when cold then goes up to 1k?

im not really sure what it is. Its really hard to start when cold (about 60 sec.) then it will idle at 600rpm , if i hit the gas when cold it will stall. Then when it gets warm it idles around 1k and runs fine... any suggestions?
