So upon start up is it normal for the turbo (i'm assuming its the turbo) makes that whinning sound when it's cold and untill the engine heats up? I'm just concerned if it may be lack of oil?

I dont know that the turbo would make that sound, I've never heard one whine except when spooling. I would assume it to be something like a timing belt tensioner making noise until the car warms up, or maybe just and overly tight belt. You could try a mechanincs stethescope, or a long screwdriver and put it against you're ear, then start holding it on different parts of the motor until you find the loudest part from witch the sounds is orriginating from. This will help narrow it down, some may consider it crude but I find it be a handy method to find the source for weird noises.

Have you checked your oil level and/or changed it, lately?
