If the pressure falls right down right after the engine is off than theres a leak in the fpr, probally the valve ball in the regulator. But if it takes a while for the pressure to drop than thats normal.

That is correct, it's either the FPR or the fuel pump O-ring. All of the AFPR/pump installations I have done have resulted in pressure dropping off from 40's to 20's immediately, then takes any where between 30 mins to hours to drop down to 0.
