^^ Why would you put on a bigger turbo and run 5lbs less boost than a smaller turbo you had on? If anything run 14-15lbs with the 16g and your all set! lol
The OP's thinking is right. He doesnt want to hit fuel cut. But, he went a little extreme. Leave it at stock boost until you get your supporting mods. Once you do you can crank the boost up and hold on.
 
Supporting mods....

An exhaust would be nice....2.5" works for most... But exhaust isnt a big must at first..
Fuel pump first...This is a big decision... How fast do you want to go? Then rewire... Injectors, followed by a logger.. A boost gauge then a boost controller.. Some kind of fuel contoller...

Once you have these parts, you can work on i/c pipes or fmic...
