With it unpluged the car will idle high and out of control until it warms up, like if you had a blockoff plate it would not wan't to start in the cold and idle like crazy. If it's plugged in and you are still getting crazy idle it's bad or you have a vacuum leak somewhere. Have you tested the resistances on the ISC? read this http://dmtalon.v8eaters.com/ISC.html 2nd gen ISC motors resistance of around 30ohms is good.

No idle doesn't change at all, no matter if it is or isn't plugged in. A/C rapes the fuck out of everything though. My guess is its probably bad, but I am not dropping no two fiddy on a new one. I saw a the sticky about the ISC's but it is unfinished
