1g TB to 2g TPS question

we have the TB on the car and now we are just trying to set the TPS. it is the 2g TPS by the way. we have the voltmeter to check for continuity and we tightened the TPS bolt down where it changes from 0 to infinite. then we checked the voltage between terminals 2 and 4 with the key in the on position and get 0 volts? we also get zero volts between terminals 1 and 4? WTF? this TPS worked fine on the car 2 days ago? what are we doing wrong?
*edit* this is all being done with a piece of paper folded in half 4 times for a feeler gauge (from RRE's website)

If you have a logger or AFC, you can watch the voltage that way, otherwise it should be pin 2&4 ~.50 volts. May sound stupid, but make sure the range is set right on the voltmeter.

start the car and see how it runs, see if you can go 100% throttle and see if its at 0% at idle.

When i did mine i just marked it really well put it as close as i could and used a volt meter, but the numbers didnt come up right. Started the car and its been running fine ever since
