Brake cleaner will not do it. You may as well take them off. Because if you do strip them on the car, you will have to get all that crap off. If not, your breaks will squeel and stuff. I know it's a pain to bleed them and what not but you will save time in the long run if you remove them. Strip them or did what I did , sand blast them which cleaned all the rust and grime off. the paint stuck very well.

Just my .02, TAKE THEM OFF AND DO IT.
