TPS Sensor Diagnosis (Sound right?)

So after not having cable TV or internet at home I have been reading my Chilton DSM manual!

Now I was reading on the TPS sensor adjustment trying to trouble shoot the surging issues I have always had even before turbo charging the car. I read that the TPS sensor with engine off and throttle closed should read .5 volts +or- .02. I went outside and turned on the key and went into the "Sensor Check" on my NEO and saw that the TPS signal via the NEO is at .62 to.68 volts in this condition with not running and throttle closed. It was jumping between those readings and not a steady reading. When the throttle was fully depressed the reading was now at 4.88 volts and holding steady +or- .01. Now while the car is running and sitting at an idle, according to the "Throttle Percentage" it jumps from 0% to .2% constantly. Now dissregarding the fact the car is turbo'd, and also a 1.8 94 5-speed. Does this diagnosis sound like a bad TPS sensor or is the variable of voltage sound like it's good, and just not properly adjusted? I will have to adjust the ISC motor as well as the NEO once I adjust the TPS sensor. Any thoughts or experiences?

FYI- I do have leaks in the throttle shaft when leak testing at 15psi, however Red1991tsi is rebuilding me one capable for boost as we speak. Just an FYI.

Weird I responded to this yesterday?????

I never got idle surge when my TPS died. I had a flat spot in the throttle response. When put on a volt meter it would jump around quite a bit. When I replaced it I didnt have a volt meter handy. I adjusted it with a OBD scanner on my phone. I turned the TPS till I got .01% throttle.

My bet is a vacuum leak and the leaking shaft seals are not helping. When my shaft seals where bad I would just get high idle. But I had a friend who had a very slight TB leak and would get surge. As the pressure would change around it would seal and the RPM's would drop then unseal and raise. Over and over. We figured that out once we pushed on the part of the TB where the cable hooks up too. After a rebuild all better.

I guess I'll just grab a junk yard one and adjust it to the proper reading and see myself if it fluctuates like the original one. If not I will buy a new one. ANy recomendations on who sells a better quality part?

I wouldn't even bother buying a new tps, just use the junk yard one. That or remove the tps all together and wire in a map sensor into the tps harness. Since your boosted and have a safc, that would probably be the best route to go.
