I thought i had done everything to stop idle surge but its still doingit. This is what i have done -

1. New throttlebody
2. new throttle body gaskets
3. new idle speed sensor
4. adjusted BISS and sealed it with RTV sealant
5. replaced all caps in ECU
6. Eliminated EGR with blockoff plate
7. All emmisions are gone

NOW WHAT, ITS REALLY REALLY PISSING ME OFF, IM SURE THERES A FEW PEOPLE OUT THERE THAT HAVE HAD THE SAME THING HAPPEN TO THEM. IF SO PLEASE HELP ME. THANKS

I had bad surge and did everything you did and more. What finally cured mine was a new throttle body with a new isc motor. My old one looked perfect and the car ran good. But I swapped it out for the heck of it and it worked. I would try a new ISC motor and if that doesn't work, maybe your new TB is a fluke or something, because there isn't much more to do that you haven't already done. Good luck, I know how frustrating it can be.

I am gonna try to seal off all the possible openings with RTV sealant and then see what happens. I got it to the point where it barely does it but it still does, maybe this will help? thanks
