Didn't all 95 turbo cars have eprom? That is definately eprom.
No not all 95's came with an emprom. i know that because right before ordering the DSMlink i double checked mine and sure as Sh1t mine was non-eprom. i am guessing that early model 95's had it then they changed it just to screw me over....

Early models had it of the second generation as that is how mitsu tuned the first 2g turbo models, simply burning chips until they got it right.

Ok that makes sense, I was reading somewhere that 95 was the only year that 2g's could come with eprom and I just assumed they all were.

In the link they say that non-eprom 95 ecu's are pretty rare.

No it's not a EEPROM ECU but it is an EPROM ECU.
The difference is EEPROMs are electrically erasable like flash memory where a EPROM is simply erasable. In the typical case by UV light. None of the factory 1G or 2G ECUs until 98 or 99 used any sort of EEPROM.

Not that it really matters, but a while ago I remember reading something about there being 5 different versions of the 95 ecu, with very slighly different fuel trims and things like that. I'm pretty sure 4 of those versions had EPROM.

I've seen 4 different versions of the EB23 code and I assume there is a fifth since the versions I've seen were EB23A, EB23C, EB23D, and EB23E. Somewhere out there might be a ECU with EB23B. I haven't had time to compare the images to see what's different but there wasn't a difference in the part number. Ive seen some of these in both of the 95 EPROM ECU parts.
